Synopsis
WHAT HAPPENS WHEN POLICE BECOME JUDGES AND EXECUTIONERS!
After a series of gangland-style executions occur, a tough ex-cop (ROBERT FORSTER) is lured back to the force by the new Police Commissioner to infiltrate renegade elements in the department and expose the officers involved.
