Based in a large port on the south coast of England this story is not intended to be a literal portrayal of a particular regional crime squad. But it is authentic and the characters are typical policemen. Detective Superintendent Steve Hackett is in charge of operations at No. 13 Regional Crime Squad. He's tough, single-minded - a man who knows what he wants and is quite unscrupulous about how he gets it - albeit for the right reasons. And he has a disturbingly wild streak!
