The story takes place in Naples, Capital of the smuggler's underworld. Every day in the city the police fight against well organized crime. The neapolitan criminality works without rest, lead by the boss of the mafia, Santoro (HENRY SILVA), with whom Inspector Belli (LEONARD MANN) fights a long and relentless struggle. Robberies, a train plundered, innocent people killed. Inspector Belli, during his enquiries reveals overwhelming proof against Santoro. It is the end of the boss, who dies while trying to escape. The neapolitan criminality loses one of its most important leaders, but other men are ready to replace him, obliging inspector Belli to fight a violent life every day without having time to think of his future.
