Kao Chi-ying, when exposing fixed gambling, is killed by underworld strongman Fang Sheng. Kao's daughter, Tien-feng, goes all out for vengeance.
She meets Pao Pao, a lady of loose morals, and Hu Li, a thief. The two decide to help Tien-feng in her campaign against the underworld.
